Central and South West, a conglomerate of electric utility companies, was installing fiber optic cable in El Paso, as a test market, and eventually Austin. The original concept—to allow utility users to communicate via cable directly to their utility company enabling them to customize/economize their energy usage—ultimately used only a very small percentage of the fiber optic potential bandwidth. These materials were created to tell that story and market the remaining bandwidth to other potential users, thereby making the venture more viable.
